Why the Framework Exists

The Tripartite Resource Development Engagement Framework© was created to provide First Nations with a standardized, governance-level process to manage resource development proposals, engagement, consultation, negotiation, ratification, and monitoring.

It moves communities from reactive, project-by-project engagement to a structured system of intake, review, negotiation, ratification, and compliance monitoring — ensuring that environmental protection, benefit sharing, and Treaty rights are built into the process from the beginning.

The Framework is designed to position First Nations as national models for Indigenous-led resource development, including critical minerals and energy projects, while protecting lands, waters, wildlife, and future generations.

Strategic oversight is provided by a proposed Tripartite Resource Stewardship Council, which ensures accountability, resolves disputes, and protects the independence and integrity of the process. Chief and Council retain authority to approve mandates and ratify agreements, supported by stronger processes for community participation, conflict-of-interest safeguards, and transparent decision-making.
